City of Leavenworth DOES NOT require a Business license or Contractors license for General Contractors

The City of Leavenworth requires a permit for all new above and in-ground swimming pools that are 24 inches or greater in depth. Additional permits may be required for filter systems, heater, or electrical lighting. The City uses the 2018 International Residential Code and the 2018 International Pool & Spa Code.
Permit submittals can be made Monday-Friday, 8am - 5pm. Submittals can either be made in person or emailed to permits@firstcity.org
Basic requirements to consider during the planning process and also what will be needed for permit submittal;
- Site plan must be provided showing location of pool and setbacks from all structures and property lines, see below for example. For any questions for site plan requirements please contact Community Development at 913-680-2626.
- Pools barrier -
- Minimum of 48 inches in height and a 4- inch sphere cannot pass between opening, chain link max 1 3/4 inch opening
- Self-closing latch on all gates opening outward
- Latch must be 3 inches below top of gate and if it's 54 inches above finished grade
- Above ground pool ladders/stairs must be removable or lockable
- Overhead power line clearance 10 foot from edge - not allowed above water surface
- Pools CANNOT be over underground the electrical wiring
- Decks - slip resistant
- Equipment - listed and labeled
- Electrical bonding - pool deck reinforcement, equipment, pumps, heaters, lights, metal surfaces, GFCI outlet protection required for plug-in equipment
- Any ground(dirt) work for any pool may require a Land Disturbance Permit
Additional general requirements that may apply to installation of pools:
- City license M.E.P. contractors may be required to pull a separate permit for any plumbing or electric work performed
- In-ground pools installed by a qualified contractor
- Commercial, Public pools, in-ground pools - engineered stamped plans preferred
- No General Contractors License is required by the City of Leavenworth
