2024 Pavement Management Program – Mill & Overlay
Each year the City of Leavenworth budgets funding for major street repairs, referred to as our Pavement Management Program (PMP). This is in addition to the regular annual maintenance of crack sealing, pothole repair, and street patching done by the Streets Division staff throughout the year. In 2024, warranty work was also performed on streets that had been sealed in 2022 and 2023. This warranty work was done to correct areas where the sealing had failed.
This year’s PMP consisted of a 2” full width mill & 2” asphalt overlay on the streets listed below, including one City parking lot. In addition, the following improvements where made: curb & gutter repair, sidewalk repair, ADA ramps, drive entrance replacement, concrete valley gutter replacement, concrete diamonds at manholes with new ring & lid, and pavement markings. The streets selected were based on the design engineer’s recommendation, pavement condition index (PCI), and City staff observations.

The program included residential, collector and arterial streets across the City. Keeping and maintaining streets in good condition is a struggle due to weather, pavement age, truck traffic and other factors. Streets in fair condition can have their useful life prolonged with these types of improvements. Streets in poor condition require long-term planning for reconstruction. The City of Leavenworth attempts to spread the available funds to all types of streets while still maximizing the funds for the most improvements.
The City appreciates the diligence of the contractor and their sub-contractors to remain on schedule. The cooperation of the local businesses and residents is appreciated. The following table lists the streets and parking lot completed in this year’s Pavement Management Program.
